What are full-panel maternity pants/shorts?

Question

This is probably a really dumb question but... I'm confused looking at maternity pants. 
What is the "panel" for? Do your pants fall off? Is it to keep your belly covered if your shirt goes up?

I'm confused- it's really hot in Arizona and I'm not sure I want/need that extra coverage.

What am I missing here?

I'm in Ohio so the extra coverage is nice but my body heat is through the roof even now so when I'm at home I don't wear them but they are SO comfortable that when I'm working or doing errands I am always wearing my full panels!

There are under the belly and full coverage Lol full coverage goes almost up to your boobs covers your whole belly but with where u live I would go with under the belly

For one, they're insanely comfortable. They won't cut into your belly like regular pants do. Even non maternity leggings started being uncomfortable at like 15 weeks for me. They sell "low panel" pants that just have a wide elastic band or even side panel that have stretchy sides with a regular button fly. Those sound the most practical for hot weather. Trust me, you'll never look back once you try maternity pants on!

I can't stand my under belly maternity pants - they cut in too much. The panel that goes over your belly in full panel styles is very thin, like underwear or thin leggings material, so it's not super hot. I'd try both styles on before you buy anything!

I find they also smooth out my bump nicely! I live in Atlantic Canada, so hot weather doesn't hit us here until May/June 😊
