Medicaid problems

I need to tell my story as the worker that I just spoke to told me I am not the only person going through this. I live in Kentucky. I went to cosmetology school and work in my field but we are a franchised salon. The owner does not offer health coverage or any benefits except Aflac. I have worked at our salon since 2014. I was not offered Aflac initially and was not told it was available. I found out it was available October 2015 when Aflac came to do open enrollment. I was told that they could not offer me Aflac as I was pregnant, it was a preexisting condition, the owner had never notified them that I worked there, and I would've been eligible when I was initially hired. I will not receive maternity leave because the company does this through Aflac. I was upset but at least I had health care through Medicaid and baby should be able to be covered under my SO's insurance. When January came, I knew I need to re-enroll in my Medicaid plan. I called Passport first as they are the company I get my benefits through. The information they had on file was outdated which I found odd because I had contacted them about the changes in my life. The agent was very nice, and seemed to fix the multiple problems pertaining to my records such as wrong address, wrong employer, and they had my ex husband on my case still even though I had removed him. I thought things were fine until I recieved a letter in the mail stating I had chosen to deny my coverage and was no longer covered, there was still a minor problem with my address and my ex was still listed on my case. I called Passport immediately and was greeted to another nice agent. She attempted to fix my case but she said even though I qualified under my income, the computer kept flagging me as ineligible for Medicaid. She said they had been experiencing computer errors with the KY KYNECT system, she worked for a long time on my case and believed she got it fixed. I was told I would receive a letter in the mail asking for my proof of income. The letter never came so after a week I called them, this was in February. The next worker had no clue what letter I was talking about, my ex was still on my case, and transferred me to the DCBS. I again thought we got it fixed. Eventually in March/April I went to the OB and was told I had no insurance. I paid out of pocket to be seen and called Passport again. This time I was told by another nice agent that according to their records, I had terminated my pregnancy. This really upset me. I had to call DCBS to fix this. Calling DCBS is done now on a state wide level, not local offices. Everytime I called them, I would most often get an automated message telling me they were experiencing a high call volume at this time and please continue to call, then it would hang up on me. If I got through the the line I would be placed on hold, everytime I was placed on hold I stated on hold a minimum of an hour. In one day I called them 19 times before being able to get through one time, I also stayed on hold for 2hrs on one occasion. One worker said I'd have to redo my case entirely and start over. The automated voice message let me know that I could submit my proof on the benefind website which was the first time I had been told this. After all the problems I had had, I decided to keep copies of my proof which included my paystubs, tge medical bills I had to pay out of pocket, the additional medical bills I recieved in the mail, a letter from my boss stating that I could not get insurance through work and that I was not denying coverage from them, and a letter from my doctor stating I was still pregnant. I also called the DCBS again. The worker seemed unhappy in general and I am sure she spends her days fixing all the problems going on at the moment but she was helpful and when my phone cut off, she called me back. I thought she got it fixed. I went a month and a half without insurance, I got very sick with mastitis, a sinus infection, and an ear infection on top of each other and paid out of pocket to an urgent care center. I couldn't be seen for my 28 week doctors app which included my glucose test and Rhogam shot. I have an appointment tomorrow. I am 30 weeks. I called Passport today to order insurance cards. I was told now my coverage won't start until May 1st, oh and apparently I terminated my pregnancy again. Today I called 4 different agencies concerning my case, Passport, the DCBS, Medicaid, and the Ombudsman office. The Medicaid office believes they have got it fixed and I will have coverage sometime between 5pm today and 11am tomorrow.
