Neighbors dog

My neighbors dog is driving me crazy. He isn't fenced or chained he just runs free. He just ran in front of my van chasing my cat up a tree. I am so afraid I am gonna hit him one day. There are no lease laws here as I am pretty much out in the woods. How can I get my neighbor to keep his dog safe? I've already spoken to him.
