What is the purpose of this piece??

I keep seeing this and can't really figure it out? What is the purpose of this piece of clothing? Does the baby wear a onsie under it? Or pants? Or both? Do people use this or is that an archaic thing that is really used any longer? 
(I'm not talking about the hat- I get the purpose of that👍🏼)

Sleep sack! Nothing under except a diaper. Warm like a blanket, covers feet and makes diapers easier to change at night!

It's just like a little nightgown sleeper. Pulls all the way down to cover the feet but is super convenient when changing diapers in the middle of the night! 😊 No snaps or buttons to undo and redo.
