Health start vouchers

I am currently pregnant with my first an don't receive any benefits as both myself and partner work. Unfortunately both our jobs are very varied in times as he is self employed and I have a 0hr contract with a home care provider role but worl an average of 2hrs a week. On average we both earn approx. £350-£400 a week overall so an annual income of £19,000. I think I will be entitled to child tax credits but don't claim anything yet. Am I entitled to healthy start vouchers as well?
