Is the greater good based on a number?

"Number" meaning amount of people.

Ex: Group A and B are in peril. There's only enough time or resources to focus on saving one group. Should group A be saved over group B simply because group A has a larger amount of people? - Remember that you don't know these people, so either group could be a troop of hospital volunteers or sex slavers. There's no way to know, the question is purely about numbers vs. numbers.

My wife and I love to argue about this.

Save the smaller number so resources can last a little longer until a more stable source of resources are found.

The "greater good" is usually based on the type of people in that group. Doctors, politicians and educated people of society are definitely valued over those who are less fortunate or are deemed "not worth" helping or saving.
