Do you think all mothers and babies should be drug tested?

By this I mean, should every mother be drug tested at her first appointment, whether it be doctor or midwife, and then the baby tested at birth (meconium)? Not all doctors do test, but I feel by testing and even attempting to get the help needed for the mother to quit her drug use would help the babies in the long run.

Some doctors are fine with marijuana, which I understand. But this is also about women who use harsher drugs during pregnancy. I even saw a woman suggest that a mom who was worried about her baby being tested should do a home birth so they can't test the child.
