Neighbor harassing me

Ok so in the past few months my neighbors have been harassing me.

From purposely being excessively loud late at night or early in the morning. And then it got verbal. One day the husband made a sexual remark to me. Then another time he started swearing at me for no reason. The next day his wife was throwing things at my window and called me a stupid b**** The landlord told us he had a long talk with them and they would "be more considerate". Well we were gone for a week got back the other day. Since then they have still been loud. And today we got home from getting groceries and I was walking into our apartment and she started laughing snorting and as they were walking away they started whispering.

All of this counts as harassment correct? Im just wondering what I can legally do about it. I'm so sick of our landlord just "talking" with them. Something needs to be done
