Undeveloped Boobs please help me!!!

My boobs are very underdeveloped. They look like bee stings the worrying thing is, is I am now 16 they haven't changed. I have no structure to my nipples they look like mounds and my boobs have no shape either. I'm scared. Please don't just comment boobs come in all different shapes and sizes because my are very small and I have a friend with weird shaped boobs but they are developed mine are not. I have weird nipples and a very small chest, how do I develop faster or have I stopped developing and the boobs I have now are what I will have forever? Please help
