Belly button bleeding

My daughter will be three weeks tomorrow. Her belly button literally fell off the second day after we came home from the hospital. That day it was bleeding we cleaned it and it was fine than it came off the next diaper change. Two days passed and I noticed blood sometimes I would change her diaper. And it's still happening. The doctor told me that maybe it's the diaper that is touching it against it but that was a weeks ago and now I see blood every diaper change. She doesn't cry when I touch it, it doesn't smell bad it's just blood or dry blood. Has anyone went through the same ?
