Let's say the government is giving out free money to all its citazens. But citazens must choose. You can either get $1,000 or $200. If over 50% of citazens pick $1,000 then nobody gets anything. If less than 50% choose $1,000 then you get the amount of your choosing. What would you do? Do you choose $1,000 or $200?
