Weird spots on inner thigh? (Pic)

I've had these for as long as I remember, I always get them no matter the season/weather. My thighs really don't rub together much, and I don't wear constrictive clothing (like yoga pants) during the summer. I also don't really shave this part of my leg bc I barely get hair there for some reason Does anyone know what these are? I'm super pale so any skin impurities are super obvious, I wish I could get rid of them :(
