Relationship status

I've been talking to this guy I met at Walgreens for a while now it's been on and off but I can't seem to let go of him he's super nice to me but then treats me like some other female. We've had huge fights and other stuff like that. I've had sex with him already and he keeps trying to do somethig sexual with me when ever I see him. My issue is that I feel like he isn't treating me the way I should be treated and I need help figuring out what to do. He keeps saying he doesn't want a relationship and says he would end this bc he doesn't want to hurt me, he also still talks to his ex and is good friends with him and I'm not cool with that, and and when ever the topic of sex come on he refuses to even think about a condom and doesn't want to wear one. He also told me he had sex with another girl after me but it was when I was mad at him. I need help figuring out what I should do with him
