Baby moving at 16 weeks ??

Okay so I'm 16 weeks I'll will be 17 weeks on the 23rd of July.. I've been feeling flutters since about 15 weeks but was never able to see them through my stomach ... So the past couple days I would get this stinging feeling in my belly button .. So the baby was moving by my belly button and I could see my belly button go up and down and side to side (i have a small outie) but is it really possible to be the baby or is it to soon !??
