A little help...please

Ok so sometimes when me and my fiancé are "in the mood" I like being all romantic to get things started like kissing, touching, etc. And sometimes he just likes to get right to it. A lot of times this causes conflict because he thinks that I'm not enjoying it. I told him that I am enjoying it but not as much as I guess I should because I'm not all the way in the mood. Any advice anyone?
