So fussy

I don't know what to do! My baby is so fussy for a few hours a day (usually from like 10pm-1 or 2am.) and the only way to get her to stop is to nurse her. But she would be chronically on the nipple and I know she still can't be hungry :( I bought some gripe water today because I know her tummy has been upset too (farts a lot) but she is still very fussy. Throwing her fists around and kicking her feet like crazy. What can I do???
