Vaping Deeming Regulations

Recently, the FDA has made new regulations on vaping sales. Included in these regulations are rules such as: the batteries sold to operate a mod are now considered tobacco products and must be sold as such, as is the cotton or body of the mod or any other part (even though nothing to do with vaping contains tobacco.) There are more ridiculous rules, but for brevity's sake I won't include any more. If you'd like to know more feel free to do some research. But my question is: why do you think they're putting these outrageous-seeming laws into place? Is it truly because they don't feel we know enough about vaporizing products? I personally feel like it's because if less people smoke, big medicine and big tobacco will experience a decrease in business, but maybe that's just me. Feel free to discuss!
