Car seat safety

So one of my really good friends has a 10 month old and when she put her in her car seat and put her in the car she didn't have a base nor did she strap her in with the seat belt on the car. The baby was laying almost flat and she put the seat infront tight to the car seat. I need some in put should I tell her that's not safe or should I not step on toes I feel weird telling someone what to do with their baby.
