talking to someone new

So I'm talking to this guy. And he's super cute but I've only ever talked to him once when I was really drunk and I kissed him on the cheek. We've both addressed that we think each other is really attractive. But whenever we make plans to hang out, we never go through with them. Should I play hard to get?
