"Put the suicidal on an island"

So a friend of mine is reading this manga and decided to share the concept with me to see how I felt about it. We had a very long, somewhat heated conversation and now I'm curious how everyone else feels about it. They didn't tell me the name or author unfortunately, but here's the concept:

In Japan there is a high rate of people attempting suicide. For those who make several attempts the government has to pay a large sum to support them. At a certain point families give up on them and no one is there to support them, even after several hospital visits. So the government has funded a plan to ship all of these people who have made several suicide attempts to an island. It has enough resources on it for people to sustain themselves, but no connection to the rest of the world. It's essentially a one way trip to an isolated island.

So, what are your opinions on this? Would you support such a program? Why or why not?
