Inducing?

I'm currently 36 weeks and 6 days, I had my Dr appointment today and not really sure how to decifer his words. He asked if my contractions are getting stronger and are at night, I said yes. Then he measured me and said I'm measuring just fine, but the hospital doesn't like him to do anything before 39 weeks. I also get checked at next weeks appointment for dilation. Could that mean at 39 weeks they're going to induce me or schedule a c section?
