Is he playing me ?! 😩

We've been talking for 7 months now but nothing happened because i was in a relationship. We've had many dates ( don't judge me i was in a complicated 4 years ldr and the relationship was dying) all fun, romantic and all. He's 26, im 21 and hes very mature and stable. He never pressured me, he has always been consistent. When i broke up with my ex boyfriend, i invited him to spend the weekend with me because he lives 3 hours from my city. He came, he was respectful and all, he met my girl friends and we also had sex 🙈😍🤗. Now we're still talking, it's been almost three weeks and we haven't seen eachother again. I told him i don't want to have sex in something unofficial. He told me we don't have to be intimate but he wants us to "go with the flow" and see how things go. What does that mean ? I understand that he doesn't want to jump in something since i left a long term relationship but hey, we've been talking for months ! Do you think he's playing me ?
