Do I have the right to be upset?

So this weekend me and my bf spent our one year anniversary together at an airbnb place for two nights. On Sunday while laying on the bed together, he asked me if i wanted to skype him and play computer games when we went back to our separate homes, and he was so excited sounding about it that I couldn't deny so i immediately said "yes!" Then he said "oh wait" and mentioned how he forgot that he had to do some things first. BUT he will definately text me tonight to let me know. So i said ok that's fine! I got back home at 2:30pm. I saw him on Facebook at 7pm and again at 11:30pm. But he didn't text me. In the morning, i decided to just ask how come he was on Facebook but didn't take 2 seconds to text me. He replied starting with my name, then he said "we just spent that last two nights together." Then described everything he did yesterday. And I felt angry because he sounded offended that i wanted him to text me. But he was the one who told me he'd text me in the first place DESPITE how he had things to do. And i texted him that he literally said to me on Sunday "i'll text you later tonight" and apologized for being stupid waiting for him to text me back.
First, i really don't like empty promises and he knows that! So why did he sound mad at me?! 
Second, every time we spend time together, he thinks it is okay to not text me after and I don't know if this is normal or not.
