Argh!

My baby has been able to hold his up during tummy time almost since birth, no joke! He's been on his elbows looking around for more than a month but he will not roll over!!! He doesn't even try it's so frustrating! He used to like tummy time now he doesn't want to be on the floor at all, he just wants to be held and kick his legs nothing else. I pick him up once he starts getting upset, should I leave him down there even when he cries to see if he learns to roll that way?? He's 13 weeks
