Do police officers have to be this strict really 😊

Our thanksgiving weekend ended up really bad. We traveled with our 8 month old and returned back after a week. Had our friend to pick up at the airport. He came by his car n we thought by default he's gonna get the baby car seat( he has a baby at the same age as mine). But unfortunately he didn't get it. I still don't understand why he didn't get. Just as we were getting inside the car the cop who was directing the traffic at the airport noticed that we didn't have the car seat. He stopped n asked me to get out. We explained. But he didn't let us go. He said either we have to get the tickets or stay back n let our friend leave. No other choice we had ask our friend to leave. It was already 12:00am when all this happened. My home is 1:30hrs from airport. So what's next??? No trains to my place. We were dumbstruck. So blank with a 7 year kid n 8 month baby at midnight. We indeed had the car seat base in the n explained that it was by mistake that he forgot in the last minute hurry. I don't say he wasn't right. But he could have warned us( in fact he was so harsh) n let us leave this time. Doesn't he think what we would do with the baby at that time and in such a bad weather. I really don't understand.  Does taxi people have car seat for babies?? I totally accept the fact that it's not safe to travel without the car seat but can't he excuse this one time. My God. So finally we had to call someone ( after calling so many- most of them were busy for this weekend) with a baby car seat n get back home. By the time we came home it was 4:00am. I appreciate the officer being strict but not like this. Heights is that a cop vehicle guided my friends car out of the airport just to make sure we don't board again.
