Whos at fault?

There is a video going around of comcast workers working on line. The have their lights flashing and cones out. Theres people that carefully go around them while others slam on their breaks and crash. One truck slams into the car infront if it going slow. A lot of people are blamimg comcast, saying the workers blocked the road. Personally they were just doing their job and had cones up and lights to warn people. I think the people that went off the road and wrecked were going too fast. Others got by fine and you can tell speed in an issue for some of the drivers. What do you think?
