I'm 17, and I really want to get on birth control, not only because I might choose to have sex with my boyfriend at some point but because it can help make my period regular. What is the best kind of birth control that also isn't too expensive? 
Also is there any way I can get birth control without my parents approval? My mom doesn't want me on it.

Your parents have to sign off on any healthcare while you are still a minor. It will be very difficult for you to get a reliable form of birth control while your mom says no. I'm not sure, but I think you can obtain Plan B at a pharmacy.... I'd do some research. Until then just use condoms I guess. Be careful, friend. 
I'm sorry that your mom is saying no too. It's very ignorant, insensitive, and unreasonable for parents to tell their kids no when they come to them with as sensitive a topic as sex and birth control. Sex and intimacy is a human need, and every healthy human being starts exploring it in their teens, which is also the most inopportune time to get pregnant in our society. Some parents deny their kids birth control because they think it will stop them from having sex, but it doesn't. It just makes them unsafe while they're doing it. 
I also recommend eventually getting the Gardasil vaccine which will protect you from several strains of cancer causing HPV and genital warts.
