Best friend/child safety?

If your best friend was continuously neglecting their childs needs. Would you say something about it? Even if it meant ruining your friendship

On christmas eve by best friend called me to come over and look at her daughter (she lives 2 floors above me in the same building) who had a wicked rash and was very ill, she wanted her auntie april to come see her. I called the drs line to see what suggestions the dr recommended being 11 at night on christmas day we didnt have alot of options. The dr line recommended she be seen by a dr the next morning, the next day she drops her kid at my door and takes off shopping, said she needed to go get milk and that she would be back shortly, ok not a big deal, she comes back 5 hours later after doing a huge shop for crap (clothing and video games, even a new tv) and blew all her money and didnt get back till late, well after the drs office closed and didnt have any busfare to take her anyways. Today she called her mom to take her daughter to the drs finally, her mom had to take a day off work to go.

I was livid by today, told her she needs to grow up and learn how to properly take care of her daughter or else i will. Im sick and tired of her selfishness and abuse to her daughter and iv offered to take her several times until they get their shit together. Poor kid is almost 5 and still in diapers, she stays up all night and sleeps until 2 in the afternoon and her behaviour is completely out of control and no preschool in this city will take her so i dont think she will be able to go to kindergarten in the fall
