Can someone recommend something?!

Okay, I switched to a new mascara. It's L'Oréal voluminous carbon black mascara. I've switched to Neutrogena products for my face, and when I get out of the shower, my mascara runs! With the neutrogena face wipes it says to not use near eyes and it may cause irritation. I just would like to take the excess mascara off without the issue, and when I bought the product it wasn't water proof.
