Are they bugs? I babysit my fiancés little cousin and she kept itching so I checked and she has little black and white looking things and these sores. When I took out one I popped it and it made a sound are these eggs from the bugs??

That sounds a whole lot like lice! She might not have many yet, as you caught the early stages. 
Check her hair, they mostly hide behind the ears and on the nape of her neck. But check it all. 
They have lice kits at local stores (like Walmart, cvs, Kroger, Walgreens, anywhere really).

I keep reading that it sounds like lice. But sadly I had lice for years, a very bad case. To the point that medicine didn't work. This doesn't look like lice, I don't think they are under the skin like that. But I could be completely wrong and this could be a different type of lice.

If it is lice, put tea tree oil all over her scalp and put a shower cap on before bed. In the morning have her wash her hair and it'll have killed any bugs and unhatched nits (eggs)! Then it's just a matter of getting the nits out of her hair!
