Medicaid Questions

How can I get Medicaid to back pay? I live in Illinois if that has anything to do with it and have been having all the trouble in the world with trying to get them to back pay. I don't have a direct number to call and no one is helping me or knows how to help and every phone number I get or call either no one answers or they don't know how to help. 😭
