Nerodermatitis 9 month old baby

Can anyone tell me a fast itch relief?

My daughter had a high fever the past three days and now got the worst nerodermatitis rash ever. Her doc prescribed us hydrocortisone, but it's not really helping yet. She keeps rubbing her eyes (the rash unfortunately is all over her face and worst around her eyes and on her eyelids)
