naval hernia?

Question for experienced moms, our daughter Willow has recently had her belly button look like its gonna come out if that makes sense? Like a small sac is poking out. Took her to see dr but he seemed not worried at all but it wasnt this big when we took her it was back in so he didnt see it like this. Any input/knowledge on this is appreciated! We are first time parents so its scary lol
