It could be intertrigo, most commlyfrom  candida infection... extremely common in moist warm areas, like groing and skin folds. Keep the area dry and clean the less clothes rubbing the better!! Powder can help you keep the area dry

No, just looks like a rash or fungus from sweat or yeast. I had that my doctor told me to put vagisil on it and it went away in a couple days
