Car seat advice! FTM

I read online somewhere that if you use the anchors in the car for the car seat that it wasn't safe to use the seatbelt too, but then I was told by a friend that even with the anchors you have to use the seatbelt too and just the anchors wasn't safe. So what's really the safest way to install your car seat and base?
