Does this mean he dropped?

So since the middle of last night and all day today he has been in my pelvic area. I'm 32 weeks today and I have noticed that my pelvic bone hurts and its extremely hard in my bladder area. I feel like my stomach is lower but I can't tell. I'm gonna keep a look out for discharge and stuff but is it normal to be that low this early? I also havent had a ultrasound since 25 weeks so he could be messuring ahead and I just dont know.
