Biting/slapping one year old!

My son does have teeth coming in but has developed a nack of biting just mommy on the neck MULTIPLE TIMES! I've given tylenol for pain and all the tricks in the book for teething. I have redirected his biting to kisses and to love mommy but still he does it....And SHIT(excuse my language) it hurts! Any advice on handling this. Mommy is tired of getting bit every time he hugs me.
