can I get my neighbors kicked out

My neighbors down the road, like diagonal from my apartment building have been having super loud parties this whole week. I've had enough. I work the early shift and they won't shut up, I hear every music lyric, every word they scream. They've had the cops called multiple times and I've sent the manager of my apartment a message multiple times. I'm so done. I can't sleep, or think with the music, yelling and singing. They don't speak English so me going to talk to them does nothing. It's not okay that I live in constant noise from them.
