If the government pays for someone's health care, should the government be able to have rules/regulations on the things that person can/can't do regarding their health.

Example: the government making smoking cigarettes illegal for those who depend on government funded healthcare because it would significantly increase someone's chances of getting lung cancer & hence is more liable to cost a lot of money

Example: government making yearly std checking mandatory for those who rely on government funded healthcare so then latent problems are less likely to occur
