So they don't have to work, but will be given money? I don't understand how that gives people an incentive to find employment or better employment?

Yup I absolutely do. It's about time people start realizing the poor are not lazy and terrible. They just need help. The best way to help them is to give them money so they have a place to live and food in their stomachs.
