Biological, they know the child best. That isn't to say the step parent can't have an input but the main decisions should be the biological parent

If me and my SO broke up and I got remarried, that doesnt make him any less the father of our child, and my new SO would never have more say in our child's upbringing than his father.

It depends on who is easing the child, who has custody, if it is full or split custody, and what is better for the child, if the bio parent is trying to fight something that is good for the child just to fight them on it then they shouldn't get final say in that matter

It depends on if the bio parent is in their life 100%. I have a stepdaughter and my husband, her mom and I all have a great coparenting relationship. I'm a SAHM and she isn't so I take the lead on a lot of things involving school and doctors appointments, etc. because I'm available. We all agree on everything else betweeen the 3 of us as far as discipline and things like that go. It's nice when you have 3 adults that all get along because we are all helpful to one another. I feel like in my house I do have primary say because I am the primary care giver, and my husband always follows my lead as far as the kids go because he works a lot, but I don't step on her moms toes or interfere in how she parents at her house, if that makes sense.

If you were married and raised the child together for a while, the biological parent has all the say, no ifs ands or buts about it if they are a fit parent. If your child's other biological parent was never involved, never wanted to be or is incredibly abusive or something, you have the say. But a step parent shouldn't be able to Trump a biological parent's wishes if they are a decent and involved parent. That's ludicrous.

The biological parents have the say in all things legal, medical, religious and educational. A stepparent has the choice of how they spend their time with their stepchild when that stepchild is in their care. The stepchild should be required to respect the stepparents basic house rules. The stepparent should have some options handy for implementing consequences for poor behavior. Not unlike school rules or school consequences. At the end of the day the stepparent needs to respect the biological parents general wishes. Unless they are unreasonable or literally impact the stepparent directly. Being a stepparent is difficult. You have to have plenty of humility and patience.
