eye eczema - so frustrated

My 5 month old rubs her eyes to the point where the lids are swollen, bright red and raw. I've tried so many different products to get her to stop. Vaseline, coconut oil, breast milk, hydrolatum, avenno eczema balm and hydrocortisone cream. I'm so fustrated and angry with myself because I don't know how to help her. I also hate myself for looking at her eye constantly instead of seeing my beautiful daughter. Ive brought her to the dermatologist and they suggest the hydrocortisone ointment which made her eyes even more red. I cry just seeing her swollen lids.
