Does anyone know about fundal height measurements?

Hey all, so my sister in law is freaking out a bit going to see if anyone can shed some light. We measured her fundal height, she is 24 weeks and only measured 14in. Should she be worried ? She looks like a normal size but now she is worried because she's measuring so small. Does anyone have any advice I could give her ?

My doctor (second pregnancy) only measured me like 2 my entire pregnancy. With my first pregnancy the doctor measured me every appointment.

But I just realized we were measuring in inches not centimeters 😊
