help!

So my friend is 39 weeks pregnant, her little man is apparently measuring 46weeks so 7 weeks more than he should be. Should the not be inducing her as it's a higher risk if it's longer that 42weeks? Her obgyn is lazy and a nasty witch to say the least. They say her water could have broke/leaking and they haven't checked which would be 2 days of this now. We would like some options on this situation please
