LAW ON RENTING COSTS?

I'm asking because I have seen so many families put on the streets because they can't afford the rent; even with both parents working. I live in california and rent here for a 2 to 3 br is anywhere from 1200-3000 even for shitty houses in bad areas and that is ridiculous. It is nearly impossible to find a place unless you move out of state or buy a house and for a lot those aren't options also from what I have read a lot of places don't take section 8 anymore and government housing is a long wait so it's just difficult for some.

Should there be a law on what renters can charge for rent?
