Tips for outings in the rain? Help!

I don't mean just to the car for a trip to the store.. I mean it's the 4th of July, chance of rain around 3-5 and we were planning on boating thus evening to see the fireworks. 😨

If we were going to be on land I would just baby wear wth a big raincoat that could protect us both but since we'll (possibly) be on the water she'll have her life jacket on and won't be able to baby wear.

Should I keep trying to convince my husband to wait until the rain passes? I mean, we'd have plenty of time before the fireworks if we left at 5 still. I'm nervous anyway but having to deal with a wet and potentially cold baby is giving me major anxiety. Like I said, wouldn't be a big deal on land but in a boat? It's not a big boat either.
