Neighbor verbally abusing child

So sorry if this is in the wrong group, but I wanted to put it somewhere where a lot of people would read it so I can get answers… I have this neighbor who lives behind me, one house over, our fences connect. Every time I'm outside I hear her screaming at the top of her lungs to a child who cannot be any older than my daughter who is three (I only see him through a crack in my fence). She says horrible things like, "sit down and shut up you bad boy!" I hear him saying things like "I'm hungry", and "don't slap me!" And this crazy ass bitch just screams at him and degrades him all day long. It just breaks my heart. I want to call CPS. I've never seen the woman, I don't know her name, all I have is her address and license plate number of her vehicle. Is this enough information for me to call and make a complaint?
