Baby doesn't seem to get full from nursing

I have a 3-week old that I've been mostly nursing and giving a bottle of pumped milk a day. She latches on great and nurses well but always falls asleep on the first breast after about 10-15 minutes even though I try to keep her awake (tickling feet, poking cheek, burping, talking, etc.) She falls asleep and seems content but will wake up sometimes 5-10 minutes or an hour later and will be hungry again and the cycle tends to repeat.

Is this normal newborn nursing behavior? Is there anything else I can try to keep her awake so she finishes nursing or at least drinks from the other breast?
