Friend stole money from my purse

So we have this "friend" who lives in our garage. I went to high school with him but he is my husbands friend and I see him as just the annoying guy I put up with. He pays us $300 a month and has no house privileges besides the bathroom. It's really just sofa surfing but he gives us some cash to cover utilities. He is always broke and I have no clue why. He works full time making $16 an hour. Any ways the other day he asked me for $20 and I said no that I didn't have it. I had $90 ish in my purse but I don't support his smoking habit so I wasn't gonna give him money for smokes. Today I noticed my purse in a different position than I left it and only had $50 in it. My husband asked him about it and he denied taking it but this isn't the first time its happened either. I have had $10-$20 go missing here or there over the past few months but thought my husband took it but after talking to my husband he too has had money go missing several times. This weekend the friend told my husband in Friday how broke he was and wanted to go to a friends party but couldn't since he has no money. Well he shockingly was able to go last minute. Now my husband and I are both pissed and don't know what to do. We are pretty sure this guy or one of his brothers (they come over all the time too and don't work) took it but have no proof. Hubby doesn't want to loose his friends but for real if they are stealing from us they were never true friends anyways. I want the shady brothers and friend to leave but my husband has his reservations about it. 
UPDATE: so my husband confronted the friend about the missing money. He swore it wasn't him that took the money but said it was probably his brother because he has had "theft issues" in the past because of addiction problems. My husband chickened out about laying down the law and them leaving. So no resolution came from the talk. I need to talk with hubby more about it but I want these guys out and I'm the mean time my purse is hidden in my room.
