Roommates

So I'm now living in an apartment with a few roommates and they've been getting on my nerves all summer. This morning, I was doing homework in the living room, the only place where our wifi works well enough to do homework, and had some music playing quietly. My roommate finally woke up around 11:30 and came out and started playing Shameless loudly. Do I say something to her? And how do I say something without sounding bitchy?
